Non-Canadian residents 18 years of age and over must purchase a valid fishing license. A valid fishing license in Ontario consists of an Outdoors Card (a plastic ID card valid for three calendar years) and a Fishing License tag (valid for one or three calendar years).
Non-Canadian residents under age 18 may fish without a license if accompanied by an adult who has a valid fishing license. Any fish they keep are part of the catch and possession limit of the person holding the license. To gain their own limits, they’ll need their own Outdoors Card and license.
